The seat clamp doesn’t look like it’s from a Cinelli frame. I think it’s some kind of generic training frame. What width is the seatpost and what kind of bottom bracket is it?

probably not a cinelli but just an italian frame which uses a cinelli bottom bracket lug and campy fork ends. i don’t know enough about lugs tho to identify the res

That’s not a Cinelli. It has a Cinelli cast bottom bracket shell, they sell it to many builder. Probably it’s a good quality frame because that part was relatively expensive so no one used it on a cheap frame. Have a look at Cinelli super corsa they have fastback seat stay and this one has not

The bike basically has campagnolo lugs and with the cinelli bottom bracket it is pretty much an indicator for one of two things.
1. It’s a small manufacturer has built the bike.
2. It was an individual that built the bike for themselves..
So not a cinelli frame in my opinion. But get it built up and enjoy the bike!
