For further context, I just bought this bike off of facebook marketplace for $85. After a short test ride, everything seemed fine, and I rode off after paying for the bike.
I didn’t make it super far before I started fiddling with the gear ratio, which seemed to make the rear tire stop up. I fiddled with it for a while, tried forcing it, which caused this back piece to pop off.
If it isn’t already obvious, I’m fairly new to biking, so I apologize if any of my wording is confusing or if I got any of my bike anatomy wrong. I’d appreciate any help with identifying what the issue or, or any advice on how to fix it myself. Thanks so much!

The piece is called your trade derailleur and it’s usually stacked with a large bolt but yours seemed to attached to the rear axle. You’ll need a 15mm winch to attach it to the axle.

Unscrew axle bolt, put the derailleur back on (the black claw thing on the derailleur will line up with the white claw on the frame) tighten bolt back up

Seems like you are missing the bolt and the corresponding backpiece to prevent the derauiler from rotating.
This usually means the axle bolt might work itself loose and the first thing that falls out will be the derauiler again.
It’s hard to say if the bike came with it in the first place.

Instuctions here on how to mount it. Hopefully you still have the bolt and nut
