You’re going to want to make sure it’s the right length before you install the star nut.
Trimming is almost always needed.

You will probably have to cut the steerer to length anyway. I wouldn’t want my stem to be clamped to that slotted section

That steerer looks long, you’re probably going to have to cut it regardless. Measure it, then get a rough measurement of what’s on your bike now to get an idea of the length you need.

It is safe to cut the shaft down to your desired length if you make sure you cut all the way past the previous slot.
