are you shure its missing? Its a tiny rubber/plastic shim glued! to the crank arm. If its really missing its not optimal as this should provide the pressure point against the inner race of the bearing, but not the end of the world. with Shimano BB i would still ride it, as there is a cap on it anyway.

It is probably stuck in the crank arm in that grove, I wouldn’t worry about it if it is lost as long as there is no interference with the BB cup and the pin is intact on the safety tab.
