The first time I installed it, it was rotating back and forth. I switched the position of the plastic stop tab, and now it only rotates slightly backward.
Is it normal for the derailleur to pivot backwards on the hanger bolt?

yes, short answer.
you need to install the chain & cable & cable housing then properly set the limit screws and tune the index shifting … then you will know it is fine.
Yes, it’s a way to protect itself in the event of an impact, it allows it to move out of the way a bit, perfectly normal
