Tough to say without a gauge, but it looks possible. If you’ve correctly set limit screws and b tension and it still won’t shift properly, it’s almost always a bent hanger.

Maybe the hanger, and or your hi side limit is out too far, looks like the jockey wheel is pulling the chain a bit toward the frame. Hard to tell from one pic though.

Anyone pretending to assess this without a hanger alignement tool is full of shit. When the hanger is aligned properly, the cage doesn’t necessarily seem straight.

It looks like your jockey cage is bent. The angle the chain enters and exits the cage doesn’t look right.
