This guy is the culprit. The spring that tensions that pawl is supposed to push it inward and that is not happening in your video. It’s likely that you have some caked, old grease gumming up that pivot. Lube that pivot point and exercise that joint until the pawl snaps downward. Relube with something and you should be good to go.

see on the right side, the brown arm that swings down has a little hook. that hook needs to be lubricated. it’s not catching the detents to turn the cable dial.
Use a good degreaser on that first like White Lightning. You can use a pick or small screwdriver to get that catch moving. Blow it out with air and re-lube. Common problem with Shimano shifters
