The limit screw is backed out and not pushing the derailleur up towards the bigger cogs at all. The cable pinch bolt has been loosened so there’s no cable tension. What else would cause the derailleur to not align with the smallest cog?
The misalignment is most obvious when looking at the upper pulley wheel vs the smallest cog.

Actually, is the misalignment by design? Came across a post stating that the pulley wheel should be 1-2 mm inboard of the smallest cog
