Bought this bike with the chain set to the short-wheelbase mode…maybe it was even tight then? I flipped the chip and pushed the axle back 10cm so there's more tension/pull on the rear derailleur.

Can you (not that you would) shift the bike into big/big mode and without tearing off the rear derailer? if not, then your chain is too short ATMO.
Is there any slack when you shift into the big chainring while leaving the chain on the big end of the cassette? Can you even get into the big chainring?
Does it function in big-big? How about small-small?
Looks a little short.
