Eyelets on the front near dropouts- low rack mounting points.
Eyelets on the side- mid-fork rack mounting points. If you don’t have a mid-fork rack, a great spot to install a light mount since most of the time the cockpit is occupied.
The three on the sides and angles back are essentially water bottle spacing and you can mount high or low. These are used for mounting gear most of the time with something like this: https://www.salsacycles.com/products/exp_series_anything_cage_hd
Another option – Tubus Tara lowrider rack, then Tailfin Mini Panniers (same thing as fork bags but with different mounting hardware). The mini panniers are slightly lighter than the fork packs, and a Tubus Tara is pretty light, so the weight difference is only about 300g. For that you get a much stiffer rack, plus the option to mount anything from a 5L pannier to 20L+. It’s also only 4 bolts to fully remove vs 6.
I had the same deliberation as you with my angled fork mounts, this is the conclusion I came to and I’m happy with it.
