As requested…. I’ve made several systems this way for baskets and bags, using a toolbox buckle and aluminum strap. On bags, I used a carbon fiber ‘board’ (thin plate) to attach the buckle and hook for rack top bags, mounted sideways on the rack. The key is making sure the geometry is right to get proper fold over and ‘lock’ of the buckle.

I live car-free and I HAVE to have removable baskets. Laundry days, both baskets front and rear come off and two large duffle bags get strapped on. Grocery day comes around and they go back on. These are mounted on my E-bike, but can be fabricated for most any rack, if you like to tinker.
