This looks like an old complete with the bars and chain replaced. Cult Bars are probably worth 75-100 second hand and the chain is nice. I liked United back in the day. it is dated about a decade (I think) if it is united, so maybe you could negotiate another 50 bucks or so off.
If you can find out what the top tube and chain stay specs and make sure they match your needs. The top tube dictates how comfortable the bike is for your size, 21″ is a pretty standard size to start with if you don’t know. Both measurements affect the bike across a spectrum, longer being more stable for jumps and shorter being more responsive for stunts. Depends on what you want to do, what kinda bmx vids you watch 🙂
This is probably a fine bike to start out on if you don’t have much of a budget, but you’ll probably need to swap parts out in the future. Be sure to check for cracks on inspection especially on the forks, cranks and welds on the frame and continue to keep an eye on them as you ride. If you can push the budget further I’d definitely keep looking.

Difficult to tell from just one photo. I know United as a parts manufacturer, not a vendor for whole bikes
