The nut is loose enough. You can just drop the wheel out. Then, if you still want to get the nut off, just get another wrench or vice grip to hold the flat on the axel.
It will be easier to do with the wheel out of the fork.

Put the other side back on. And deal with the stuck one first.

Tighten the other side. Then you will be able to take off the stuck side

Fork legs might be pinched together. Dropouts might be pinched. Hard to tell from the photos which is happening. Try spreading the fork legs first.

Try grabbing the lock-nut on the axle.
