Friend of mine had a spare frame laying around, some kinda Haro. Had been wonding how slammed he could get the back end of a bike , so he made the following modification and intends to ride it for feels. Nothing too insane. Maybe half cabs. And 180 offs of 2ft or less. Is this thing gonna hold? Genius?..or mad man?

I personally wouldn’t do this, but I also wouldn’t fear it too much. It will bend before it snaps, you’ll know when to stop riding it, unless you take it off a loading dock day 1
We cut our 3/8 drop outs back in the early 2000’s all the time. We could then run 14mm
Definitely try to round out the sharp inside corners. All the stress will be focused there.
If I was a frame designer, the rear dropouts would be dependent on wheel diameter to bottom wishbone, chainlinks needed on a 25-9, and peg clearance after seatstay and chainstay tubes were welded. So not genius nor mad.
Not the greatest idea. It probably last for a little while then randomly snap off when you’re not expecting it. If you’re going to ride it, keep checking them.
I’ve done this before with no issues but I do tend to do a nicer job than what you pictured so I feel good about it, I keep the same roundness as the dropout slot originally was but only thing I can say is if you run hub guards depending on what kind and how big they are they may interfere with the welds and prevent you from putting your wheels where you wanted to but otherwise you shouldn’t have a problem
