Maybe you should dismantle it and clean it. Look at the bearings.
Your BB isn’t loose but rather the bearings are shot – so time to get a replacement
It needs full servicing, starting from washing it up and disassembling
Prolly the BB. But I’ll offer that if the BB spindle is steel w square taper, that a loose aluminum arm would get destroyed by the harder, steel spindle resulting in excessive play like this. Just a consideration.
If it’s in this bad shape I’d recommend replacing it, they are cheap.
