My panniers seem to flex around the back plate quite a lot especially with any weight over around 2-3kg. This sometimes causes the corner of the pannier to swing into the rear wheel hitting the spokes and make horrible noises.
I assume this is because I own a very cheap parrier from my local bike shop.

They should be fine, it might be the rack, what does that look like?
I use 2 of these exact evo cycles bags every day, never had any issues with them, fantastic bag for the price.
I’m guessing you have a pannier without full length rails down the side of the wheel?
