Just bought a Kuat 2 Bike rack from a friend, has some decently severe rust spots. Doesn't seem structural. How do I cover this up and help prevent further spread?
I bought some Rust prevention paint to cover it, but do I sand/scrape the paint/rust off first?

That looks pretty bad in my opinion. Get all the rust off with a wire brush/wheel then prime and paint.
