The fork is installed backwards, which is something of a staple for big box stores that happen to sell bikes. Rather than an actual bike shop with qualified mechanics. You could fix it, but it would probably involve running new cables and if that’s the issue you can see, you don’t know what else they might have got wrong.

Otherwise it’s the right sort of bike, it’d do the job. Generally it’s best to avoid bikes with front suspension forks anyway, it’s a lot of extra weight and something to go wrong and it doesn’t really provide you with any benefit for mostly paved riding. Or even smooth dirt and gravel really.

Side note if you can’t get the seat low enough on the Giant you might need a different (non suspension) seatpost. Just check the diameter, should be written on it somewhere. A new one *may* need cutting down to go far enough in but a local shop could help. Seat itself probably not that comfortable either, but you’ll probably be able to make that decision yourself after a few rides.
