Where does this protective strip go? Inside of a seat stay on drive side?

Can someone please confirm if I understand correctly. This came with the bike, not applied to the frame. I assume it supposed to be glued to the seat stay on the drive side, from the inside to protect paint from slapping chain upwards? See pictures

Chain stay itself has a beefy enough rubber protector already
