I have the same tires, and they started really soon, at certian spots, doing exactly this.
Since that mesh is the outmost layer, I did not worry toot much.
Much much later I am still cycling on these, with no problems at all.
Yours look a lot better than mine look now.

I have these tyres too, but they’re not very old. I used to have Gatorskins for a long time which are similar.
The orange mesh is a protective layer to help prevent sidewall damage. I’m fairly certain they aren’t structural, but are to protect the actual carcass underneath.
The threads at the tyre bead are a bit more worrying, that can be an indicator that it’s going to give up and blow out.
Given the tyres are otherwise in good condition if they were mine I’d carefully trim the fibres that are loose to help prevent them getting caught and pulling more out over time, and keep an eye on it. If I kept seeing more fibres appear then I’d know its terminal and definitely needs replacing.
Edit: looking at picture 2 again that isn’t a fibre, just a straight piece of the carcass/ whatever.
I’d have no issues riding these personally.
