I'm trying to install this Hope evo crankset on my fatbike and I'm getting this bit of exposed thread. I can tighten by hand to here, and then it doesn't want to go further. I've cranked it to 50nm on my PT torque wrench and it isn't moving.
There's nothing in the drive side crankarm and it's not angled. It just won't tighten all the way to the end of the spindle's threads.

I think seeing a bit of the splines like this is normal, but seeing this much of the spindle is not.
I suspect you have some odd, extra wide version of the crank while your frame has a standard 73mm bottom bracket shell.
