Sounds like normal brake rubbing. Which to be clear, is an abnormal state to be in. Did you remove the wheel when transporting the bike home from the shop?

That sounds like something is rubbing the spokes. That can hinder wheel from spinning.
Also, break can be wrong done, it’s hidraulic pistons pushing on pads squizing disc. Any one of those. Also, wheel can be overtightened.
