I’ve worked in pubs for years. You know when you need to stay stop, also you should be checking where your patrons are going when they’re that drunk to check they aren’t driving home! I’d have taken his keys off him and called the police, simple.
Don’t serve someone who appears to be/you know is drunk, it’s against your personal license, illegal in the UK and irresponsible for exactly this reason.
