I'm swapping a fork from one bike to another and this seal was loose when I removed the fork (like in the 2nd picture).
I'm sure it was just clinging to the headset when I removed the fork and pulled out of its groove, but I wanted to make sure the groove I've got it in is the right place for it.

The groove is right but its upside down. The lip has to press against the bearing. And put a lot of grease on the bearings to prevent washing oit the bearings.
