Of course it can, but as somebody mentioned it is probably tire wobble, let me guess it is conti tire.

There’s a possibility that your tire isn’t seated properly (some edges of your tire head haven’t fully popped into place) you can tell by following the edge of your tire and see if it’s even on both sides of the tire. You can try to inflate the tires more in an attempt to seat it. If it’s seated, then it can be the possibility of either it’s a defective tire or the wheel is untrue. The latter can be fixed to a certain degree
