As you can see, the bead sits deeper in the rim on one side. I tried everything I could think of. It seems like the bead is too small a circumference to fit where it would be seated properly.
Any ideas?

Sometimes tire/rim combos just don’t like to mesh. Sometimes you get a poorly shaped tire. Sometimes you just need to take out a lot of air, literally hold the wheel with two hands and whack it on the ground where the bead won’t set. Try this with high and low pressures. Also try putting in a little more pressure than the tire recommends, but don’t forget to remove some afterwards.
Deflate, push the tyre off the bead. Apply soapy water on the whole inner edges of the rim.
Pump it back up again to the limit. Deflate to taste.
My Schwalbe Marathon Plus tyres would not sit right for mo ths. Thougj they would work themselves out over time but rhey never did. Tried over pumping them until I got scared that they would explode. Nothing worked.
Then I filled a little spray bottle with water and washing liquid. Let the tyre down and spray around the rim. Pumped back up and it slid right into place.
We’ve all been there. Definitely drop all the air pressure and wiggle it all around. I started using soapy water in a spray bottle to wrestle with Cush Cores it helps the bead slide into position. The next step is blow it up to max pressure and hopefully you hear a POP
You stated you “tried everything” and didn’t list what you did.
For the sake of us not rehashing what you have already done, please list exactly what you have attempted.
Please be specific, such as how much PSI you topped out at, that type of slippy concoction you used to sway the bead, is the Make and model of tire, if you have a single wall or double wall rim… etc etc
The more accurate your information, the better we can diagnose and solve your problem.
