It’s definitely the right sort of bike, hard to tell but the size could work for you. Ideally test ride it before buying.
Raleigh is one of those brand names that’s been used on some quite different bikes over the years, with lots of splits and restructures. I don’t think any of them have been quite as bad as other brands that’s happened to, like Schwinn. But it’s not exactly a super desirable brand. I’d offer 150 I think.
That is a solid commuter bike for the price. The geometry looks good for a 5’10 frame and those tires will handle pavement well. It’s a great deal for daily rides!
