I’m wondering if the stain om the seattune possibly has rust underneath it. There was a lock holder there previously. I’m also wanting to remove the really shitty paint spots in pics 3 and 4 and I’m wondering if a sander would be a better choice than an angle grinder. I don’t mind the raw steel on there, and I’d just seal it with clearcoat or nailpolish, worst case scenario i’m jist suspicious of rust underneath it there plus I think it’s all dabbed on and looks bad lol. What do yall think? Thanks in advance, this is only my second bike to fix up.

If this were my frameset, I’d just clean up what’s there and be done with it. It’s a cool paint job IMHO. It’d be a shame to redo it.
First: No angle grinder. Instead something much gentler, like a Scotchbrite pad and light oil or even WD40 with a scrubbing motion. This will clean the rust, and them you can seal it with wax or something like nail polish.
The best bet for enhancing the appearance of this frame would be to give it a good waxing and polishing with a multi-part compound and a buffer. It poses absolutely no danger to the bike, and any kind of paint removal you do is going to look much worse than if you simply left it.
Leave it as is and put the widest tires you can reasonably fit on it
