    That is surface rust. I would just spray some BoeShield T9 in that tube.

    Some folks would tell you to use a rust converter, but that does not look severe to me.

    When you do put a seat post in there be sure to grease it well

    Edit – i normally remove the bottom bracket to check if the shell is rusty, but that rust doesn’t go very far down

  2. You can clean that up with a steel or brass brush that is used to clean pipes. Attach the brush to a drill and use it on low speed setting. Use some WD-40 with the brush. You can apply grease after to the seat post to prevent future rust and seizing

    Steel bicycle frames are not known to fail from internal rust. A thin layer forms with age, but because it is protected from the elements it cannot progress to a structural problem. It’s a problem that people imagine could happen but does not actually occur with any frequency in the real world.
