  1. I mean, you can drop it all in rust remover, buy new ball bearings, chase all the threads, repack, and reassemble it all for around 50 bucks. As long as the races aren’t chewed up, you’re good.

  2. Given the rust, you want to use a ball point pen or some sort of pick to traverse the rolling races (cups and spindle cones) and feel for any pitting. If smooth: clean, grease, and send it. If not: bin it and get a cartridge BB.

  3. Cleaning and greasing will certainly improve it.

    The main thing to look for is pitting on the bearing races. If that’s present, you might want to seriously think about replacement.
