My old bontrager privateer is currently a perfect slow bike, the 3×7 has a 46 tooth rear and 24 front on the smallest ring, I can probably ride up a vertical surface like a Skyrim horse If I had traction.
But it's got a rockshox judy elastomer fork. Currently mint, but they do wear out and I'd like to switch to a slightly more modern setup and maybe add a hydraulic disc up front.
The bike is purely city riding, with fenders and a rack and tall stem and nice swept back bars. I'm wondering what people think of maybe switching it (geometry is pretty irrelevant) to a 27.5 wheel when I upgrade, or keeping it as 26?

There are some 1″ threaded suspension forks out there and some probably have both rim and disc brake mounts. The rear brake cannot be changed to disc brake.
You may want to change the stem for something fixed cuz that style can wear out and develop slop and/or completely fail.
Dont change the wheel size because then you have the issue of how are you gonna get the rear brakes to work.
Another suggestion I have is to change the rack to something that mounts to the eye near the drop out and use a seat clamp with eyes for rack. That style will be able to hold more weight. The current rack could be putting weight on part of the seat stay that is not designed to bear weight.
