That’s alloy but you could tell by tapping something on it like a coin. Very obvious sound difference

Give the fork leg a tap and compare against the steerer tube and you should be able to tell from the sound. Alloy will make a metallic sound, carbon sounds more like plastic.

Both. The straight sections of the fork legs are carbon. Everything else on either end is alloy (dropouts, crown and steerer). The alloy is covered in black paint. The carbon is clear coated to sell the illusion.
