If the seller is telling you it needs that much work it most definitely needs more. Count on also replacing chain, cassette, chainring, tires, bar tape. Hopefully the derailleur is good.
I’d offer $300 and budget a grand to have a bike shop rebuild it.
Why would an 8 y/o bike need a new bb?
Realistically you are probably buying littlr more than a frame at this point..
You could get this cheap as probably every moving part is due for replacement but at that point why bother if your hobby is not refurbishing bikes? In that case try to get it for….500 max? Slap 500 worth in parts on there and you have a nice bike. If you cant do all the work yourself and need a LBS, that’s another easy 1-1.5k. In both cases but especially the last there are a lot nicer bikes our there in that pricerange.
