Tubular rims are not something there’s a clear consensus on since some people really enjoy them and had no issues with them while some had a lot of problems, but if I was in your shoes I’d probably avoid it unless I’m sure the tires are brand new because those tend to be expensive and putting them on is very laborious.
The overall frame and components seem fine tho. I think an older P series Cervelo is still a pretty decent bike for TTs/triathlons and at least where I live everything is super widely available because it’s a super popular bike. I’d probably ask for 900$ or less, I’d try to negotiate the price down to 700-850 solely because idk if I’d keep tubulars.
