Bought a new specialized diverge recently and it came with a bunch of spare parts like valve stems for a tubeless setup, headset spacers, etc. No idea what this is, though. The spacing of the two wide set holes is just barely too wide for a bottle cage and the middle hole is threaded. Too wide for the mounting holes on the saddle as well.

Could be a removable seat stay bridge for mounting fenders
I’d give the manual a read. The exploded drawing shows what this is but it also says things like how to adjust the FutureShock, all the specs for all the parts, like dimensions, torque values and whether to use grease or not and all the compatibility specs.
