Try grabbing the top of the bolt with channel locks. Might be enough there to grab.

A decent pair of locking pliers might be worth a shot.

Molgrips/vice grips should be able to grab that bolt head. I’d soak in penetrating oil beforehand as well. Failing that I’ve had good luck with bolt extracting kits. Or if you have a Dremel you could try cutting a slot for a big flat head screwdriver, or flatten the sides to use with a spanner.
