Help with stuck V brake mechanism?

as you can see, I'm not able to rotate the arm around the mounting hole.

it's sealed together.

does anyone have any advice? I could just get a whole new v brake. I'm currently trying to soak in vinegar in case there's rust. I've also tried wd40.
