To me it seems like the brifter is busted somehow, like it doesnt click into gear and the shifter cable can “fall back” into the gear that works.
I never had brifters though 😕

I think you had it in a low gear (bigger cog) which makes the tension higher in the cable, and your cable slipped. Hard to tell from your terrible video. But, I would loosen the cable all the way, then click the lever down to the highest gear (smallest cog), reattach the cable putting a small about of load on it. You’ll still have to adjust it, but if you have 8 solid clicks, with 8 movements from the derailleur then you found the issue. If that doesn’t work, you might have a broken shifter.
