Did the person that design these ever run once in their life? Serious question. Light on a beanie? Hell yeah. I have one. Saves me from putting on a headlamp. Chest/belt mounted light? Good Idea. Lights on my hands. What? So I can disorent myself and people driving toward me while also having extra weight at fulcrum points where I don’t want extra weight **AND** the beam is never shining in a useful direction at all?
No.
Oh and cycling? No. The forward beam is going to be pointing out front off into nowhere instead of on the road, and the side beam and reflective strip will be pointing down (I ride drop bar bikes), Where no one can see them.

What temperature range would they be used in? I couldn’t see it on the kickstarter page. It’s an interesting concept and if I was UK based I’d be interested, unfortunately they might fall foul of the STVZO bike light regulations here in Germany
