What is this rear attachment/mount? Brand and full-suspension compatibility?

Does anyone know what this rear attachment is, which brand it might be, and whether it’s suitable for full-suspension mountain bikes as well? Thanks!

Another good option for full suspension bikes is the Aeroe rack. Very good in my experience, super durable and versatile.
