This is an eMotorcycle. It has an independent throttle which classes it as a motorcycle.
It is not an eBicycle or eBike. eBicycles do not have an independent throttle. The moment any bicycle is fitted with an independent throttle, it becomes a motorcycle.
I did not report this incident to the police because:
1. There is no way of identifying the rider. There is no clear image of their face.
2. There were no physical injuries.
3. There was no physical collision.
4. There was no physical damage to property.
As such, I felt the police probably would not be able to investigate (although normally it is good practice to let the police make this decision).
The illegal eMotorcycle rider nearly hit me and my mobility scooter, and nearly hit the child in the push chair behind me.
This happened on New Walk in Leicester, UK.
Tourist information: New Walk is a 200 year old traffic free Georgian promenade. It is about 1 mile long, a rare thing in this day and age.
