I bought a new bike and am planning to sell my old bike. I recently tuned it up but it seems to be a fairly old bike and has some wear and tear on the frame.
$20 or $30 at most. I wouldn’t even bother trying to sell it frankly. If you give it to charity, someone might end up getting some use out of it.

I’m afraid it doesn’t have luch financial value. I’m sure someone could ride it for years to come though. Re-grease the bearings, new sprockets, chainrings and chain and lubr the wires, she’ll run just fine.
The negative aspect is these old french bikes often use quirky parts for the sake of protectionism, suitable spares mighy be hard to come by.

This has close to zero value. It’s basically a donation bike to get anyone, particularly the poor, mobile so they can get onto their feet. For them, the bike has infinite worth and that’s not to mean rip them off. The bike has more value in being donated to a mobility collective.

See if your city has a bike collective that restores and gives away old bikes. A lot of cities have them.
