I’ve successfully used inner tube. And on the seat post neck too when that’s damaged.
Are you sure these are terminating brake levers designed to be the end of your brake line? They look like levers designed for inline use on the straight part of drop bars with the line continuing to an additional lever in the drops … that would also explain why they are designed for the bigger diameter common in drops (23.8 vs 22.2)
