That’s bad enough to likely be more than a paint chip. Read the sidebar, take it to a shop for assessment.
And ask your brother to pay for it.
Too much flash in the pic. Take more variety of pics but it looks bad. Jump on it a few times hard and see if it breaks
To me it looks like it’s mostly paint. But I would take it to your lbs so they can have a look
