If regular chrome polish from the auto supply store (like Turtle Wax or wtv) on a rag doesn’t clean it up, I’ll put the same polishing compound on 0000 steel wool and use that gently. If there’s still room for improvement after that, then I’ll polish it on the buffing wheel with whatever compound feels appropriate, usually brown tripoli or red rouge. I’ve never tried aluminum foil + WD40, but it seems to be a good method.
Whatever you do, remember to cover the paint with masking tape, don’t wanna jack up that sweet purple. Avoid stickier tape, as it could pull paint chips off if there’s rust underneath, and definitely don’t tape over the decal on the fork blade.
You may not be able to get it all off and will probably have some small dark specs here and there. Like someone else said, patina always increases style points.

As has been said Alu foil and water. Though I have heard Coca cola works better than water due to the phosphoric acid in it.
A coat of WD 40 after vlteaning would help protect it.
