Hi! Never adjusted a bike before but my bike broke and decided I wanted to try fix it myself. I’ve got access to tools.
My back bike calipers are not releasing after using the brake. Both sides of the calipers seem to be stuck. The bike cable is loose in the middle section of the bike (see photo) so i think that its some issue with the calipers having not enough force to retract rather than a cable tension issue.
Would appreciate any advice if anyone has come across something similar!

Slap on some new v brakes, housing, and a cable. Go with the Shimano T4000
Your cable is frayed, I can see it in the last photo. A new cable, at minimum, could very well fix it.
Where the arm bolts fasten to your frame, there are little springs. I think it’s probably that these little springs are not snapping back.
You probably need to take them off and clean or replace them until they are functioning properly.
picture 1 makes it look like the housing near the noodle is kinked and/or is adding an extra bend that may not be needed. that doesn’t help the cable slide inside of it.
The noodle may have been more horizontal but needed to be moved for the rack mount?
