That looks like a pretty bad dent. Is it folded near the edges, if so it’s probably cooked. Can’t really tell because the paint’s buggered up. Looks more like someone tried to pry your u-lock off.

My buddy has a kilo with a far worse dent Same spot and it’s been holding up fine. He’s a big guy too

I feel like the paint layers cracking/chipping add to its severity in appearance, but as mentioned, if it’s steel then that *should* be fine.
You could have it media blasted to get a better look, then have it powder coated with a hammertone type of powder coat to hide the dent. I’ve done this to my own personal steel frames once they get a bit banged up and it definitely helps take attention away from the dents.

I left a dent of similar size if not a little bigger on my top tube when I sacked myself after an impromptu declipping about 6 years ago, it’s an aluminum frame and I still ride the same bike daily so you’re probably fine!
You know how your bike feels she will tell you when it’s time.
