If it holds air go for it. I’d probably re tape if I had some 27-28 rim tape on hand so I wouldn’t risk fitting a tire and then find out I need to switch.

You probably should retape with something narrower to allow the tire to seat against the rim. I’ve had good luck by inflating a tube on fresh tape overnight to help the adhesive seat.

I would re tape. I’ve seen and had issues with tape interfering between the hook and tire. You’re more likely to have seating issues and pressure holding issues.

I’d prefer 28mm but if it works and the tire goes on you’re good. I use a heat gun and a tire lever to press out bubbles though I’m often taping in cooler weather at the beginning of the season in an uninsulated shop.
