If you need to use this to go uphill that means only one thing, you don't know how to ride with bicycle. With bicycle it's far easier to drive uphill than to simply walk uphill. Out of everyone that I saw in this video, only father with a child in the back could use that thing, everyone else is easily capable of driving uphill by themselves and expending less energy than walking uphill. So, yes, this stuff is mostly useless and adds up unnecessary costs to city. Elderly peoples won't be able to use that thing anyway since u need to be able to balance yourself while leaning and they just don't have that capability anymore

Another way to solve this problem is ebkes that are legal but the police hates them regardless
Just get off the bike and walk up the hill.
