The front brake cable is rubbing against the frame but as you can see in the second picture the little clamp on the fork to keep it away from the tire is positioned towards the back. Would it be ok to route it in front of the shift cable to see if it stops it from rubbing on the frame? Should I also change it so it goes down the front of the fork too?

The routing is fine. So long as it has ample room for turning and doesn’t bind in rotation there’s no issue. Plenty of bikes have cables rubbing the frame, if you don’t want wear to show, add some helicopter tape or other clear tape to any friction area and forget about it.
If you shortened it a bit it might stop rubbing. Since the left brake lever and fork are fixed relative to each other there’s no reason you need any extra slack in it like the other cables.
